At the project team level, a study on the establishment of an international cooperation mechanism between China and Pakistan for emergency response and disaster data sharing has been carried out. This cooperation mechanism encompasses multidimensional collaboration in the fields of disaster data sharing and disaster risk response, including joint scientific research projects, capacity building, promotion of emergency response mechanisms, talent exchange and training, joint development of information and knowledge platforms, policy advocacy and risk awareness enhancement, as well as joint release of scientific outcomes.
The aim of this mechanism is to foster a strategic partnership between both parties in the field of emergency disaster response, enhance capabilities in disaster data sharing, and achieve the following objectives: establish a standardized disaster data management system, develop a value-added professional knowledge system based on disaster remote sensing technologies, and strengthen the application of scientific and technological innovation in disaster response.
Additionally, a draft "LETTER OF AGREEMENT FOR CHINA-PAKISTAN INTERNATIONAL COOPERATION ON EMERGENCY-RESPONSE AND DISASTER DATA SHARING" (Letter of Agreement, LoA) has been formulated. This LoA will be jointly signed by Central South University of China (representing the Chinese team under the project “Developing Satellite Emergency-Response System and Using for Typical Major Natural Hazards Project (2023YFE0208000)) and the University of the Punjab, Pakistan (representing the Pakistani team under the same project).
在项目组层面，开展中国-巴基斯坦应急响应与灾害数据共享国际合作机制研究。本合作机制涵盖灾害数据共享与灾害风险应对领域的多维度合作，包括联合科研项目、技术能力建设、应急响应机制推广、人才交流与培养、信息与知识平台共建、政策宣传与风险认知提升，以及科研成果联合发布等内容。本合作机制旨在促进双方在应急灾害响应领域的战略合作伙伴关系，提升灾害数据共享能力，并达成以下目标：建立标准化的灾害数据管理体系能力，构建基于灾害遥感技术的增值专业知识体系，以及加强科学技术创新在灾害响应中的应用能力。我们同时制定了“中国-巴基斯坦应急响应与灾害数据共享国际合作协议书”（草案）。本协议书（LoA）将由中国中南大学（代表“典型重大自然灾害卫星应急响应系统研发与应用项目（2023YFE0208000）”的中国团队）与巴基斯坦旁遮普大学（代表本项目的巴基斯坦团队）共同签署。
