Formulation of a data transfer specification for the "Developing Satellite Emergency-Response System and Using for Typical Major Natural Hazards Project (2023YFE0208000)". The purpose of the specification is to promote the orderly management of project data exchange, improve data quality and efficient sharing, and promote the emergency response to major natural disasters and the wide application of satellite remote sensing technology in post-disaster assessment.

According to this specification, the remittance data include, but are not limited to, the public basic data and disaster case data obtained in the project study. Public basic data refers to the general background and basic information used in the project disaster response research, mainly covering basic geography and natural environment data and human and social development data. There is no strict time requirement for the submission of this kind of data, and the project team can collect and organise them regularly, and it is recommended that the data be submitted once every six months. Disaster case data should be submitted within 10 weeks after a disaster, and the process includes data collection, rapid disaster assessment, disaster damage assessment, quality checking and data submission.

In order to ensure the completeness, standardisation and reusability of the data, metadata, data entities, thumbnail images and data description documents (optional) are required to be submitted for data remittance. The submitted data will be released through the Belt and Road Disaster Reduction Service System (DRS4BR) and the UNESCO International Knowledge Centre for Engineering Science and Technology Disaster Prevention and Reduction Knowledge Service System (IKCEST-DRR).

制定“典型重大自然灾害卫星应急技术系统研制与应用示范”数据汇交规范。该规范旨在促进项目数据汇交与有序管理,提升数据质量和高效共享,促进重大自然灾害应急救援以及卫星遥感技术在灾后评估中的广泛应用。

本规范指出,汇交数据包括但不限于项目研究中获取的公共基础数据和灾害案例数据。公共基础数据是指用于项目灾害响应研究的通用本底和基础资料,主要涵盖基础地理与自然环境数据以及人文社会发展数据。此类数据汇交没有严格的时间要求,项目组可定期收集整理,建议每半年进行一次数据汇交。灾害案例数据则需在灾害发生后10周内完成汇交,其流程包括数据收集、灾害快速评估、灾害损失评估、质量检查及数据汇交等步骤。

数据汇交时,需提交元数据、数据实体、缩略图以及数据说明文档(可选)等必要内容,以确保数据的完整性、规范性和可重用性。汇交后的数据将通过一带一路减灾服务系统(DRS4BR)和UNESCO国际工程科技知识中心防灾减灾知识服务系统(IKCEST-DRR)发布。
