Punjab’s Provincial Disaster Management Authority (PDMA) on Friday issued a high flood warning for the Indus River at Kalabagh and Chashma, following the province’s deadliest day of the ongoing monsoon season a day earlier, which claimed at least 63 lives amid widespread urban and riverine flooding.
The Flood Forecasting Division has warned that the Indus River is likely to attain high flood levels at Kalabagh and Chashma within the next 24 hours.
In a letter issued to the divisional commissioners of Sargodha and Dera Ghazi Khan, the PDMA stressed the need for heightened preparedness and directed district administrations to coordinate closely with relevant departments for a unified and prompt response.
Officials have been instructed to activate flood monitoring and early warning systems, ensure that Rescue 1122 remains on high alert with search and rescue teams pre-positioned, and establish relief and medical camps at safe locations with adequate provision of amenities such as food, electricity, clean drinking water, and sanitation.
District Emergency Operation Centres (DEOCs) have been directed to operate round-the-clock, while medical supplies, including essential medicines and treatments for waterborne diseases, are to be stockpiled in flood-prone areas.
The relocation of livestock to safer ground and the provision of veterinary care have also been emphasized, alongside directives for proper data collection and post-flood analysis.
The warning came a day after record-breaking rainfall swept across parts of the province. In Rawalpindi, the heaviest downpour of the season triggered flash flooding in Nullah Leh, prompting the district administration to declare a public holiday in a bid to keep residents indoors and safe. Several areas of the city remained submerged as emergency services struggled to cope with the deluge.
In Chakwal, authorities reported an unprecedented 430mm of rain over a span of just 10 hours, resulting in widespread flooding. The situation forced the district administration to declare an emergency and launch urgent relief operations as roads turned into rivers and rural settlements were cut off.
Meanwhile, the Pakistan Meteorological Department has forecast a further deterioration in weather conditions, warning of a fresh spell of scattered heavy to very heavy rainfall across Punjab from July 20 to 25.
According to the advisory, monsoon currents are currently penetrating Sindh and the upper parts of the country, and are expected to intensify over central and northern Punjab from July 20. A fresh westerly wave is likely to enter the upper regions by July 21, which may further enhance rainfall activity.
Under the influence of this weather system, widespread rain and wind-thundershowers—accompanied by scattered heavy to very heavy falls—are expected across a vast stretch of Punjab, including Rawalpindi, Murree, Galliyat, Attock, Chakwal, Jhelum, Mandi Bahauddin, Gujrat, Gujranwala, Hafizabad, Lahore, Sheikhupura, Sialkot, Narowal, Sahiwal, Jhang, Toba Tek Singh, Nankana Sahib, Chiniot, Faisalabad, Okara, Kasur, Khushab, Sargodha, Bhakkar and Mianwali, from the evening of July 20 through July 25.
Southern districts such as Bahawalpur, Bahawalnagar, Dera Ghazi Khan, Multan, Khanewal, Lodhran, Muzaffargarh, Rajanpur, Rahimyar Khan, Kot Addu and Layyah are also likely to receive rainfall on the nights of July 18 and 19, with another wet spell expected between July 21 and 23. These spells may occur with occasional breaks.
The advisory echoes an earlier warning issued by National Disaster Management Authority (NDMA) Chairman Lieutenant General Inam Haider Malik, who said at least four to five more spells are expected in the coming weeks.
During a briefing to the prime minister at the National Emergencies Operation Centre (NEOC) in Islamabad, he stated that this year’s monsoon intensity is 60 to 70 per cent higher than last year, with regional rainfall already averaging 65 per cent above normal.
He noted that while the monsoon season typically comprises eight to nine weather spells, the current cycle has already experienced two to three additional ones. The third spell, which began on June 26, is now nearing its end.

A devastating spell of torrential rain on Wednesday night and throughout Thursday left the entire city of Rawalpindi submerged. Streets, markets, and neighbourhoods turned into virtual lakes, presenting scenes reminiscent of Venice.
A prolonged 19-hour power outage further crippled the city, rendering the water supply system inoperative.
Traffic ground to a halt across all major roads and commercial centres. The Rs140 million allocated for the cleaning of Nullah Leh and 15 stormwater drains was effectively swept away by the floods.
The district administration and Water and Sanitation Agency (WASA) were rendered entirely ineffective and powerless, prompting the deployment of Pakistan Army.
With the city inundated and drainage systems completely overwhelmed, the Rawalpindi Deputy Commissioner declared an emergency public holiday at 11am on Thursday, resulting in the closure of all government offices. A flood emergency was enforced immediately, and all leaves for relevant officials were suspended.
Due to excessive flooding, all underpasses both new and old had to be shut down. Major roads including Mall Road, Murree Road, Rawal Road, and Raja Bazaar were completely submerged, paralysing commercial activity. In low-lying areas, streets and underpasses remained under three to five feet of water for nearly 15 hours.
The city's administrative bodies including WASA, the Rawalpindi Cantonment Board (RCB), and the District Council completely failed to drain the accumulated water. Floodwaters entered homes, shops, and business premises, causing property damage estimated in the millions. Vehicles parked in garages, lawns, and streets were submerged under up to two feet of water, leaving hundreds of cars inoperable due to engine failure.
Senior officials including the Commissioner, Deputy and Assistant Commissioners, federal and provincial ministers, parliamentary secretaries, and officers from WASA and the Rawalpindi Municipal Corporation (RMC) avoided visiting flood-affected areas, reportedly out of fear of public backlash. As has become routine, officials were seen posing for photographs and selfies on the Gawalmandi Bridge while gesturing toward the flooding before quickly departing.
Ironically, these same officials had recently claimed that Rs140m had been used to clean Nullah Leh and other storm drains. Yet, in the wake of the city's submersion, they avoided media inquiries throughout the day.
Two dead, several rescued
Meanwhile, two people were killed and two others injured as torrential rains triggered flash floods, caused roof collapses, and led to multiple drowning incidents. Rescue operations are ongoing to locate a child and another person who were swept away in rainwater drains. One body has been recovered so far.
Heavy rainfall on Thursday caused severe flooding in Nullah Leh, other seasonal streams, and the River Soan, leading to flood-like conditions in several areas.

Punjab declared rain emergency on Thursday, while army troops joined the rescue efforts in the wake of flooding in low-lying areas, as heavy monsoon downpours continued to pummel the province with Rawalpindi bearing the brunt of nature's fury with 250 millimetres of rainfall.
Punjab witnessed the deadliest day of the current monsoon season, so far, with at least 63 deaths in the last 24 hours, officials said. The highest rainfall was recorded in Rawalpindi, causing flash flood in Nullah Leh, in which two people died.
Rains had pummelled different parts of the country incessantly since Wednesday morning.
On Wednesday, 60 people died, including 44 in Punjab and 16 in Balochistan. The rain continued unabated on Thursday, with Rawalpindi and Chakwal receiving massive downpour.
Nullah Leh, which snakes through the Rawalpindi city, surged by 21 feet. The authorities rushed to the low-lying areas to rescue marooned people, as emergency sirens blared. Four people died in the flood, while 58 people were shifted to safer places by the rescuers.
The water level also surged in Soan river in which Leh exited. Floodwater entered houses in low-lying areas, while dozens of vehicles were swept away. Rescuers 1122 and army personnel shifted 19 people stranded in Ladiyan area of Chakri to a safe place.
"Residents of vulnerable areas should prepare emergency kits with food, water, and essential medicines for three to five days in case of an emergency," the National Disaster Management Authority (NDMA) said in an alert.
The Rawalpindi administration declared a public holiday to keep people at home, with the meteorological department warning that heavy rain would continue until Friday. Officials said that the rescue operations had been launched in the entire district.
The Water and Sanitation Agency (Wasa) said that more than 250mm of rainfall lashed the city. The maximum downpour was recorded in Chaklala at 239mm; besides 235mm was recorded in Gowalmandi, 220mm in New Katarian and 200mm in Pir Wadhai.
The flooded localities included Pir Wadhai, Tench Bhata, Ariya Mohalla, Dhok Syedan, Qureshiabad, Garja Road, Dhamial, Chakri, Adiala Road, Nadeem Colony and Javed Colony. Water entered the houses in these areas, damaging household item, furniture etc, besides vehicles, locals said.
This was highest rainfall in 24 years. On July 23, 2001, 335mm of rain was recorded that killed 74 people in Rawalpindi, and another 10 neighbouring Islamabad. The Pakistan Meteorological Department (PMD) said that Thursday's downpour was normal rainy spell.
In Chakwal, according to BBC, the district administration said 430mm of rainfall in 10 hours caused massive flooding in the district. The report said that two people died, while one was still missing, as Deputy Commissioner Sarah Hayat declared flood emergency in the district.
The massive amount of rainfall gave rise to the talk of cloudburst. However, the disaster management authorities discarded the notion, saying that satellite monitoring did not point to such phenomenon. They said that it was routing heavy monsoon rain spell.
In Lahore, provincial government officials told Reuters that heavy monsoon rains across Punjab killed at least 63 people and injured nearly 300 in the past 24 hours. The downpours caused flooding and building collapses, with most of the deaths caused by the roofs of weaker homes failing.
Lahore reported 15 deaths, Faisalabad nine, and Okara, Sahiwal and Pakpattan several more. More than 120 homes were damaged and six livestock killed. The Provincial Disaster Management Authority (PDMA) said that rain also lashed Mandi Bahauddin, Jhelum, Mangla, Murree and Sheikhupura.
Meanwhile, army troops continued relief operations in flood-hit areas deploying helicopters, in the wake of flooding in Rasool Nagar Khurd, Burhan Nallah, Dhok Badar in Jhelum. Local administration and military personnel are monitoring the situation and efforts are under way to prevent further dangers.
Since late June, the monsoon rains have killed 103 people and injured 393 in Punjab alone, according to the Provincial Disaster Management Authority (PDMA). The NDMA later said that around 180 people have been killed, including 70 children, and about 500 injured since June 26.
Because of the torrential rains in Punjab, emergency was imposed in view of flood situation. All Wasa field teams were active and all disposal stations were being operated at full capacity. Wasa Punjab Director General Tayyab Farid said. "Rescue teams are on alert to deal with emergency situations."
The Punjab Home Department imposed restrictions under Section 144 of the Criminal Procedure Code, banning swimming in dam reservoirs, rivers, canals, ponds, lakes as well as floodwater pools in any spaces or public places. The restrictions would effective until August 30.
"Current weather conditions pose a serious threat to human life, particularly among those who enter standing or flowing water," a spokesperson said. "The water level in rivers, canals, and reservoirs is significantly high, and swimming or boating in these areas could result in fatal incidents."
The PDMA issued a fact-sheet of the rain situation in the province, saying that water flow in most rivers and barrages of Punjab was at normal level. PDMA chief Irfan Kathia said that in view of the possible flood threat, the PDMA had made the necessary arrangements.
Pakistan Meteorological Department Director Zaheer Babar told the BBC that the current monsoon rains were ending on Friday, but a new spell of rain would enter Punjab from July 21. After that the monsoon would become active again.

Flooding at Punjab’s Kalabagh and Chashma on the Indus river reached a “medium” level on Friday, prompting the Provincial Disaster Management Authority (PDMA) to issue a high-level flood warning for the two points, as water flows surged due to heavy monsoon rains.
Rescue operations continued in Punjab after recent deadly rains wreaked havoc and claimed at least 63 lives across the province. The National Disaster Management Authority (NDMA) has forecasted that five more such spells of rain are expected in the coming days, leading to rising water levels, the Associated Press of Pakistan reported.
The next spell is expected to begin from July 21 and last till July 28, while the fifth is expected in the first week of August, the sixth in the second week of August and the seventh in its third week.
“The flow of water in rivers is increasing due to monsoon rains and glacial melting,” a statement issued by the PDMA spokesperson said.
According to the data released by the Met Office’s Flood Forecasting Division at 4pm, there was a medium-level flood at Kalabagh and Chashma Barrage with falling water inflow and outflow at the former, and rising flows at the latter.
There was a low-level flood at Tarbela Dam, as well as at Guddu and Sukkur barrages in Sindh, as of 12pm. While the water inflows and outflows were falling at Tarbela and Guddu, they were rising steady at Sukkur.

In view of the situation, the PDMA issued a warning for an expected high-level flood at Kalabagh and Chashma during the next 24 hours.
“Activate flood monitoring and early warning systems,” the advisory said. It also ordered authorities to strengthen embankments, establish relief and medical camps, as well as stockpile essential medicines and food.
According to NDMA’s website, 15 people have died across the country in the last 24 hours as a result of the rains, while 53 have been injured. Eleven of these deaths were reported from Punjab.
Since June 26, 193 people have lost their lives in rain-related incidents across the country and 544 others have been injured, the website data said.
The majority of casualties were recorded in Punjab, the country’s most populous province, with 114 deaths and 437 injuries. Khyber Pakhtunkhwa reported 40 fatalities, Sindh 21, Balochistan 16 and one death each in Azad Kashmir and Islamabad.
In a statement, the PDMA urged residents living alongside the rivers to evacuate the areas with their cattle. “The Punjab government will fully take care of you and your livestock,” PDMA Director General Irfan Ali Kathia was quoted as saying.
Alerts had been issued to the Sargodha and Dera Ghazi Khan commissioners as well as the deputy commissioners of Mianwali, Layyah, Bhakkar, Kot Addu, Rajanpur and Muzaffargarh.
It directed the local administration, the agricultural, health, wildlife, livestock and transport departments, and Rescue 1122 to remain alert and be fully prepared. The PDMA stressed to ensure ample fuel stock for rescue operations.
Flood level at Kalabagh has been moderate since at least 6am, according to data issued by the PDMA earlier today.
In a statement, the authority said that the water levels at the Ravi, Chenab, and Sutlej rivers were normal, as well as those at Dera Ghazi Khan’s irrigation system.
“The water level in Mangla Dam is 47 per cent and 79pc in Tarbela, whereas the water levels in Indian dams on Sutlej, Beas, and Ravi are up to 36pc,” said the statement.
Rains continue in Lahore
Meanwhile, rains continued in Lahore, with the city recording as much as 111mm of rainfall at Nakhuda Chowk, according to the Water and Sanitation Agency (Wasa).

Yesterday, Section 144 was imposed across Punjab along with a state of emergency in several districts as heavy rains triggered flooding and left dozens dead.
This year’s monsoon intensity “is 60–70 per cent higher than last year, and averaging 65 per cent more than anticipated across the region”, NDMA Chairman Lt Gen Inam Haider Malik was quoted as saying by APP.
Deputy Commissioner Syed Musa Raza, in a statement, directed the Lahore Electric Supply Company to ensure uninterrupted power supply. He advised citizens to avoid electric cables and poles, as well as areas where water accumulates.
Wasa Managing Director Ghufran Ahmed and Vice-Chairman Chaudhry Shahbaz Ahmad visited various low-lying areas of Lahore, including Nakhuda Chowk, Bhaati Gate, Circular Road, Akbari Gate, Delhi Gate and Kotwali.
The Wasa top officials were briefed on the water drainage operations, a statement by the agency said. Ghufran ordered the teams to speed up their efforts and ensure that the machinery was fully functional.
Over 1,000 rescued along Potohar plateau: PDMA
Amid the ongoing situation, the PDMA DG directed the administration to stay on high alert.
“PDMA Control Room and District Emergency Operation Centres are monitoring the situation 24/7”, said DG Kathia in a statement, urging the public to take necessary precautionary measures, avoid unnecessary travel, and steer clear of electric wires and poles.
Detailing the PDMA’s rescue efforts in a statement, he said that “more than 1,000 people were rescued along the Potohar plateau, including 398 citizens in Jhelum, 209 in Chakwal, and 450 in Rawalpindi”.
“No loss of life has been reported yet due to anyone getting caught in the floodwater,” Kathia claimed.
The district administration and Pakistan Army personnel participated in the rescue operations, he added. Citizens were evacuated via helicopters in many areas where rescue boats were unable to reach.
DG PDMA stressed that “monsoon rains are predicted to be more than usual this year”, vowing that all resources would be utilised to protect citizens.
Separately, in a statement issued by its spokesperson, Farooq Ahmad, Punjab Rescue 1122 detailed the casualties and damages that occurred due to the recent monsoon rains since June 25.
Rescue 1122 stated that most of the casualties occurred in house collapse incidents — 351 since June 25 — due to dilapidated buildings. It recorded 61 traffic accidents, 22 electrocutions and four lightning incidents, among others.
According to the statement, 15,000 rescue personnel were on high alert across Punjab with 800 boats.
Pakistan experiences monsoon rainfall from June to September every year. The heavy rains also trigger deadly floods, landslides and displacement, particularly in vulnerable, poorly drained, or densely populated areas.
Yesterday, Prime Minister Shehbaz Sharif directed the NDMA and the climate and planning ministers to engage the provinces for a comprehensive disaster management plan based on the lessons learnt from this year’s devastating rains and cloudburst events.

基础设施及财产损失
过去 24 小时:79 所房屋受损(部分受损 72 所、完全损毁 7 所),67 头牲畜死亡。KP 有 道路因山体滑坡和洪水被阻断。
累计(6 月 26 日至 7 月 18 日):689 所房屋受损,193 头牲畜死亡,10.5 公里道路和 9 座桥梁受损。
洪水救援及救济活动
过去 24 小时:开展 10 次救援行动,救出 47 人;发放救援物资 42 件(包括防水布、 脱水泵等);设立 1 个救济营地。
累计(6 月 26 日至 7 月 18 日):开展 62 次救援行动,救出 450 人;发放帐篷 303 顶、 毯子 263 条等大量救援物资;设立 27 个救济营地。
水文及天气情况
河流与水库:印度河在 Kalabagh 处于中等洪水水位,部分站点未来 24 小时可能达高洪水 水位;Tarbela 水库当前水位 1530 英尺(最高蓄水位 1550 英尺),Mangla 水库当前水 位 1188 英尺(最高蓄水位 1242 英尺)。
