At least 46 people died and more than 200 were missing following sudden, heavy rain in Indian Illegally-Occupied Jammu and Kashmir, officials said on Thursday, the second such disaster in the Himalayas in a little over a week.
The incident occurred in Chasoti town of Kishtwar district, a stopover point on a popular pilgrimage route.
It comes a little over a week after a heavy flood and mudslide engulfed an entire village in the Himalayan state of Uttarakhand. The flood washed away a community kitchen and a security post set up in the village, a pit stop along the pilgrimage route to the Machail Mata temple, said one of the officials, who declined to be named because he was not authorised to speak to the media about the incident.
"A large number of pilgrims had gathered for lunch and they were washed away," the official said.
The Machail yatra is a popular pilgrimage to the high altitude Himalayan shrine of Machail Mata, one of the manifestations of Goddess Durga, and pilgrims trek to the temple from Chasoti, where the road for vehicles ends.
"The news is grim and accurate, verified information from the area hit by the cloudburst is slow in arriving," Omar Abdullah, the chief minister of IIOJK, said in a post on X. Television footage showed pilgrims crying in fear as water flooded the village.
The disaster occurred at 11.30 am local time, Ramesh Kumar, the divisional commissioner of Kishtwar district, told news agency ANI, adding that local police and disaster response officials had reached the scene.
"Army, air force teams have also been activated. Search and rescue operations are underway," Kumar said. A cloudburst, according to the Indian Meteorological Department, is a sudden, intense downpour of over 100mm (4 inches) of rain in just one hour that can trigger sudden floods, landslides, and devastation, especially in mountainous regions during the monsoon.
The local weather office in Srinagar predicted intense showers for several regions in Kashmir on Thursday, including Kishtwar, asking residents to stay away from loose structures, electric poles and old trees as there was a possibility of mudslides and flash floods.

Torrential rains and flash floods have caused widespread destruction across Azad Kashmir, Kaghan Valley and Gilgit-Baltistan (G-B), leaving at least 10 people dead — including women — and hundreds stranded.
According to Express News, a cloudburst in a suburban area of Muzaffarabad killed five members of the same family.
In Neelum Valley, around 50 tourists, who got trapped in Ratti Gali Nullah, were rescued, but about 500 others remain stranded at the base camp, where several bridges have been swept away and roads blocked.
In G-B's Ghizer district, floods in Khalti swept away five people. The bodies of a woman and a child were recovered, while the search for three others continues. Six houses were completely destroyed, while flash floods in Chitorkhand and Dain Nullah blocked the Ishkoman River, prompting the evacuation of residents from low-lying areas due to fears of a breach.
The State Disaster Management Authority (SDMA) reported that a woman was killed after being struck by a rock in Dana Daliyaar, UC Machhiara, while another woman died and one person was injured after being swept away in Pulandri Nullah.
In Jhelum Valley, three shops and a watermill were destroyed by flooding in Nar Dajian Nullah, while three people trapped during flooding in Chhattar Nullah, Poonch, were rescued.
In Bagh district, around 400 tourists stranded after their vehicle was caught in floodwaters were rescued. Landslides have blocked the Muzaffarabad-Khyber Pakhtunkhwa link road at Lohar Gali and the Bani Hafiz-Hattian Bala road in Jhelum Valley. Access to Leepa Valley has been cut off at Dudupura, and the Hajira-Abbaspur road in Poonch has been blocked at Berri.
Floods have also washed away two pedestrian bridges in Nullah Lawat, while heavy rain in Nathiagali led to three girls drowning in Gilyat Tajwal; two were rescued, but one died after drowning in water.
PMD warning
The Pakistan Meteorological Department (PMD) has issued a warning of accelerated snow and glacier melt in Gilgit-Baltistan as temperatures in the region remain 7-9 degree Celsius above normal.
The unusual heat is significantly intensifying the rate of snow and ice melting, raising the risk of Glacial Lake Outburst Floods (GLOFs).
According to the PMD's Flood Forecasting Division, both maximum and minimum temperatures are persistently higher than the average, leading to massive snowmelt and increased water inflow into reservoirs.
The data shows that up to the first 10 days of August, inflow into the Tarbela Reservoir during the current kharif season has reached 41.8 million acre-feet (MAF), which is 5.64 MAF above the normal seasonal inflow of 36.16 MAF.
The department cautioned that the rapid melting of snow could lead to the formation and expansion of glacial lakes, which pose a serious flood threat to downstream areas. Officials urged relevant authorities and communities to remain vigilant, particularly in vulnerable valleys, to mitigate potential disaster impacts.
Monsoon rains, which fall across the region from June to September every year, continue to lash many parts of the country. Starting in late June, Monsoon rains have wreaked havoc across the country in the past month by triggering deadly floods, landslides and displacement, particularly in vulnerable, poorly drained, or densely populated areas.
The torrential rains led to the blockage of the Karakoram Highway (KKH) at multiple points within Abbottabad city, leaving commuters stranded for hours.
According to local authorities, all major nullahs and ravines in the district, including the River Door, swelled beyond their banks, creating dangerous conditions for nearby residents and motorists.
The sudden surge of water from the upper catchment areas inundated low-lying localities and washed debris onto the KKH, making several stretches impassable. Rescue and relief teams, along with the traffic police, were deployed to clear the road and assist stranded passengers.

GILGIT: At least ten people, including children, lost their lives due to flash floods in Gilgit-Baltistan (GB) on Thursday, government spokesperson Faizullah Faraq confirmed.
Eight people died in Ghizer district while two siblings lost their lives in Diamer, the spokesperson said. Four others, including children, sustained injuries in the two districts.
The deceased include a boy, a girl, and a woman. Officials reported that flash floods struck 37 locations in Ghizer district alone.
Faizullah Faraq said that toad access has been restored at Babusar Loshi and Gandlo on the Karakoram Highway, the spokesperson said.
He said that the GB government has advised residents of low-lying areas to remain cautious due to the risk of further flooding.

Earlier on August 11, eight local volunteers were killed in a massive landslide while repairing the flood-damaged Danyor Nullah in Gilgit.

Rescue teams, assisted by local residents, are still searching for people believed to be trapped beneath the debris.
According to eyewitness accounts, the landslide struck suddenly as the volunteers were working to restore the damaged water channel.
Tonnes of earth and rocks buried multiple individuals, with police confirming that four people were pulled out alive but in critical condition.

A cloudburst in Bajaur’s Salarzai area has caused significant destruction, prompting immediate rescue and relief efforts.
On the directives of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur, Deputy Commissioner Bajaur and district administration officials are present at the site to oversee the operation.

At least 189 people lost their lives and several remained missing as flash floods wreaked havoc across Khyber Pakhtunkhwa on Friday, according to data from the Provincial Disaster Management Agency (PDMA).
Since late June, monsoon rains have wreaked havoc across the country — especially KP and northern regions — by triggering deadly floods, landslides and displacement, particularly in vulnerable, poorly drained, or densely populated areas.
The province-wide deaths included 163 men, 14 women and 12 children, with Buner witnessing the highest number of deaths, 91, according to the PDMA. The data added that 45 homes, three schools and eight other structures were destroyed amid the deluge, with 26 homes being destroyed in Swat alone.
According to the PDMA report, “37 houses were partially destroyed and seven were completely destroyed.”
The report added that heavy rain in the area is likely to continue intermittently until August 21.
“On the special instructions of the Chief Minister of Khyber Pakhtunkhwa, relief funds have been released for the districts affected by rains and flash floods,” the report read.
“A total of Rs500 million has been released for the districts most affected by floods,” it added, stating that Rs150m has been released for Buner district, Rs100m each for Bajaur, Battagram and Mansehra districts and Rs50m for Swat.
The PDMA added that it ordered the relevant institutions and bodies to intensify rescue efforts and dispatched letters to district administrations to take precautions ahead of the upcoming weather.
Earlier, the KP government dispatched a helicopter with supplies to Bajaur district, but said that it lost contact with the aircraft. It later confirmed in a statement that the helicopter had crashed and two pilots and three crew were killed.
“As a result of this tragic accident, five passengers, including two pilots, were martyred,” the statement read, quoting KP Chief Minister Ali Amin Gandapur.
“The provincial government has called for a day of mourning tomorrow and flags will be flown at half mast,” the statement added. “Rescue teams have been dispatched to the crash site and the martyrs will be buried with full honours.”
In an earlier statement, the CM was quoted as saying that contact with the helicopter had been lost due to “bad weather”.
Buner Deputy Commissioner Kashif Qayum Khan told Dawn.com that 78 people had lost their lives, while “several” were missing. A PDMA daily situation report seen by Dawn.com confirmed the casualties, with 75 men, two women and a child among the deceased.
He added that an emergency has been declared across the district as relief efforts continue in flood-affected areas.
“Helicopters are being used to carry out rescue operations in remote and inaccessible regions,” he said, adding that in Pir Baba Bazaar and the adjoining neighbourhood, floodwaters have completely submerged the area.
“A mosque in Gokand was destroyed and a large number of livestock perished,” he added. “Several roads remain blocked, and the exact number of missing persons has yet to be confirmed.”

Officials said the true figure would only be known once floodwaters receded.
Other most-impacted districts included Bajaur — located in the same Malakand Division as Buner — where eight children were among 21 killed and eight were injured due to flash floods, the PDMA report said.
Incidents related to lightning strikes took the lives of 15 men in Battagram, while 14 deaths and two injuries were reported in Mansehra due to floods.
In Swat, flash floods and thunder strikes claimed 11 lives, the PDMA report added. A roof collapse left five men dead and three wounded in Lower Dir, while two men were killed and as many were injured in a similar incident in Shangla.
The KP government said a provincial govt MI-17 rescue helicopter had reached Buner to evacuate people to safe areas.
Meanwhile, Muhammad Sohail, a media coordinator for Rescue 1122, told Dawn.com that more than 157 bodies have so far been recovered, while over 100 people, including women and children, have been rescued and moved to safe locations.
“The situation is at its worst and rescue operations are continuing in the affected areas, as authorities work to reach stranded residents and provide relief,” he said.
Speaking to Geo News, KP Governor Faisal Karim Kundi responded in the affirmative when asked whether an emergency should be declared. An official notification for that is yet to be issued.
PTI MNA Gohar Ali Khan, who is from Malakand Division’s Buner district, told Geo News: “We have sent rescue teams but reaching the points is also difficult.”
Buner District Police Officer (DPO) also told Dawn.com in an earlier statement that 54 bodies were brought to a Tehsil Headquarters Hospital.
Prime Minister Shehbaz Sharif directed the relevant authorities to accelerate the rescue operation in Battagram district. In a statement, he expressed grief over the deaths and prayed for those who lost their lives in the flash flood.
KP Chief Minister Ali Amin Gandapur spoke to the Hazara commissioner and Battagram DC on the phone and directed that the district administration officials reach the site to supervise the rescue operations, his government said.

According to the Associated Press of Pakistan, Battagram Assistant Commissioner Muhammad Saleem Khan said the casualties occurred after five houses were destroyed last night due to a lightning strike in Neel Band village, which is located on the border of Battagram and Mansehra districts.
In Bajaur earlier today, there were “reports of several people injured in flash floods”, which were caused by a cloudburst (heavy rainfall) in Salarzai tehsil’s Jabrarai village“, Rescue 1122 spokesperson Bilal Ahmad Faizi told Dawn.com.
“Rescue 1122 personnel, with the cooperation of residents, have so far recovered 16 bodies and rescued three injured from the rubble and rainwater,” Faizi confirmed, stating an earlier toll.
A search and rescue operation was underway under the supervision of Bajaur District Emergency Officer Amjad Khan as seven people remained missing, Faizi said, citing locals. DEO Amjad Khan and the station house in-charge were personally supervising the operation, the Rescue 1122 official added.
The deluge in Battagram affected villages located on the border areas of Neel Band, Sarim and Malkal Gali, according to a statement issued by Battagram Rescue 1122 spokesperson Aziz Khan.
“The ongoing rescue efforts are facing challenges due to intermittent rain and a near-total loss of mobile network coverage, severely impacting communication,” the statement explained.
In Lower Dir, five people died and four were wounded when the roof of a house in the Maidan area’s Suri Pao village collapsed due to heavy rain, Faizi said.
Detailing the hurdles, the rescue official said: “The rescue team reached the scene after walking for three hours despite heavy rain, flooded rails, difficult and bad roads.”

At least six members of a family were feared dead after a massive landslide buried their home in Azad Jammu and Kashmir’s (AJK) Muzaffarabad district on Thursday, while torrential rains claimed the lives of two more women in Bagh and Sudhnoti districts, officials said.
Monsoon rains, which fall across the region from June to September every year, continue to lash many parts of the country. Starting in late June, Monsoon rains have wreaked havoc across the country in the past month by triggering deadly floods, landslides and displacement, particularly in vulnerable, poorly drained, or densely populated areas.
At least 313 people, including 142 children, have died and 740 others have been injured in flash floods and torrential rains that have battered several parts of Pakistan since late June, according to updated daily data from the National Disaster Management Authority (NDMA).
The incident occurred in Nariyah Behak, part of Sarli Sacha village northwest of Muzaffarabad, where a cloudburst sent a wall of water surging down Jhugiyan Nullah, smashing into houses perched on the highland pastures where villagers live in summer with their livestock.
“Two houses were swept away by the flood,” Saeed Qureshi, senior director at the State Disaster Management Authority (SDMA), told Dawn.com.
“Six members of one family are missing — Muhammad Naveed, his wife Asiya Bibi, and their four children, all under 10 years of age, and there are no chances of their survival,” he added.
The downpour also triggered flash floods and landslides across much of AJK, washing away small bridges, cutting off roads, and damaging dozens of houses.
In a nearby home, 60-year-old Jamdali narrowly escaped but suffered critical injuries.
Raja Manzoor Hussain, a local councillor in Jhing village, said the site was in difficult terrain.
“The incident happened around 2pm, but we only got the news after 3:30pm,” he said. “There’s no telecom service there, and the main track was cut off, so the messenger had to take an extra two-kilometre detour on foot.
“Losses will be much higher than what we know right now — only tomorrow will reveal the true scale,” he told Dawn.com by telephone.
In the same area, a raging flood in Machhiara Nullah destroyed a major bridge at Batdara, severing the only ground connection for four villages and bringing daily life to a standstill.
In Sudhnoti district, 26-year-old Misbah Ashfaq was swept away by a stream and killed, while her younger sister was injured.
“Local residents managed to recover the body shortly afterwards,” Deputy Commissioner Mumtaz Kazmi told Dawn.com, adding that 34 houses in his district had been partially or completely damaged.
In the Bagh district, 57-year-old Akhtar Begum was killed when her home collapsed in Jia Na Bun village. Heavy rains also destroyed part of a road and a service station.
A vehicle carrying four tourists from Jaranwala was trapped in floodwaters but rescued safely, according to Deputy Commissioner Sadaqat Adalat.
Meanwhile, the northeastern Neelum Valley faced major disruptions.
Deputy District Disaster Management Officer Akhtar Ayoub informed Dawn.com that dozens of tourists stranded along Ratti Gali Nullah had been safely transported to Dawarian Kallas.
“While a stranded vehicle was recovered from the floodwaters, a motorcycle was swept away by Ratti Galli Nullah,” he said.
More than 600 tourists camping at the lake’s base had been advised by the administration to remain in place, as the link road had been damaged by ongoing rains and flooding.
AJK Information Minister Pir Mazhar Saeed, who was also present at the site, issued a video message saying that all camp owners had agreed not to charge tourists for meals and accommodation that night.
“This is the beauty of Neelum Valley — it’s what draws tourists here,” he remarked, adding that all visitors would be safely evacuated on Friday when weather conditions were expected to improve.
Ayoub said that two connecting bridges over Lawat Nullah in the Valley’s upper belt had also been washed away.
“In Kundal Shahi, the swollen Jagran Nullah tore away a well-known bridge near a popular waterfall, the same location where a suspension bridge collapsed in 2018, killing several tourists,” he said.
Further upstream, the floodwaters also swept away another bridge as well as a store, four containers and some equipment related to the Jagran-II hydropower project.
A scenic riverside restaurant and at least three houses in the area were swept away, with further losses still being assessed.
In Jhelum Valley, a cloudburst over Palhot along the Bani Hafiz Road unleashed a flash flood that damaged part of the road and left dozens of vehicles stranded. In Nardajiyan village, a raging torrent swept away six shops, Qureshi said.
In Muzaffarabad, the SDMA reported in a statement that the Neelum River was rising rapidly, with outflow from Nauseri Dam reaching 1,000 cubic metres per second — an unusually high volume — and climbing.
Authorities issued a flood warning and plan to relocate vulnerable riverside families to Jinnah Pilot High School in Lower Plate and Ali Akbar Awan High School in Upper Chhattar.
The Muzaffarabad–Mansehra highway remained blocked at Lohar Gali due to a landslide, while other connecting roads were open but littered with debris.
Officials have urged residents and travellers to exercise extreme caution until conditions improve.
The Pakistan Meteorological Department (PMD) on Tuesday forecast widespread rain, wind, and thundershowers in most parts of the country in the coming days, with monsoon activity expected to intensify from August 17.
In its latest weather advisory, the Met Office said monsoon currents from the Arabian Sea were continuously penetrating the upper parts of Pakistan, while moist currents from the Bay of Bengal were likely to strengthen midweek.
Under these conditions, rain-wind/thundershower with scattered heavy falls was expected in Islamabad, Azad Jammu and Kashmir, upper Punjab, Khyber Pakhtunkhwa, and Gilgit-Baltistan from Aug 14-17.
Last month, a cloudburst-triggered flash flood caused widespread damage in AJK, damaging around two dozen houses and six shops and leaving a trail of destruction in its wake.
