Heavy monsoon rains pushed river levels across Punjab to dangerous highs, inundating villages, destroying crops, and cutting off ground access in several districts as the National Disaster Management Authority (NDMA) on Sunday issued an emergency alert following forecasts of a fresh monsoon spell this week.
The NDMA warning came as Khyber-Pakhtunkhwa (K-P) reeled under one of the most catastrophic deluges in recent memory that killed more than 300 people. Given the widespread destruction in the province, Prime Minister Shehbaz Sharif rushed his ministers to supervise relief efforts in the affected districts.
Pakistan is grappling with one of the deadliest monsoon seasons in recent memory, as relentless downpours, flash floods, and landslides have claimed at least 657 lives and left nearly 1,000 injured since late June, according to the NDMA.
The NDMA's National Emergency Operations Centre (NEOC) issued an emergency alert forecasting heavy to very heavy rainfall across Punjab, K-P, Balochistan, Azad Jammu and Kashmir (AJK), and parts of Sindh.
In a media briefing, NDMA Chairman Lt Gen Inam Haider warned that two to three more monsoon spells are expected before mid-September, with rainfall intensity projected at 5060% above average levels. He attributed the worsening situation to climate change.
K-P is the worst-affected. Widespread devastation has been reported in Buner, Bajaur, Swat, and Shangla. As of Sunday, the death toll from Friday's cloudbursts, lightning strikes, and flash floods rose to 323, including 209 in Buner district – the epicentre of the disaster.
According to the K-P PDMA, the deceased include 273 men, 29 women, and 21 children, while the injured comprise 123 men, 23 women, and 10 children. The PDMA said a total of 336 houses were damaged so far, with 230 partially destroyed and 106 completely demolished.
Since June 26, the NDMA said, rain-related incidents have taken the lives of 657 people – 171 children and 94 women – while 929 others have been injured. K-P, it added, suffered the worst, with 390 deaths – 288 men, 59 children, and 43 women.
In Punjab, 164 lives have been lost, with children making up the largest share of fatalities. Sindh reported 28 deaths, Balochistan 20 fatalities, Gilgit-Baltistan 32, AJK 15, and the Islamabad Capital Territory 8, according to the NDMA.
The devastation is widespread. "Connectivity with several settlements in Gilgit-Baltistan and K-P has been severed due to flash floods and landslides. Search operations for missing persons are ongoing, and more relief packages will be dispatched tomorrow," NDMA chairman Haider stated.
The NEOC said that the the rainy system was active over the Pakistan region and might cause heavy to very heavy rainfall during the next 24 hours. Heavy to very heavy rainfall with thunderstorms is also forecast for Islamabad, with intermittent breaks, it added.
Northern and upper K-P districts, including Swat, Buner, Shangla, Dir, Mansehra, Battagram, Abbottabad, and Malakand, are expected to receive heavy rainfall over the next 24 hours, with potential flash floods and landslides in hilly areas, according to the NEOC.
Widespread rain is expected in Potohar and north-eastern districts including Rawalpindi, Attock, Jhelum, Chakwal, Lahore, Gujranwala, Sialkot, Gujrat, Narowal, Hafizabad, and Mandi Bahauddin. Central and southern districts – Multan, Rajanpur, Layyah, Bhakkar and Sahiwal – would see scattered thunderstorms.
Scattered thunderstorms are forecast for Peshawar, Charsadda, Nowshera, Mardan, and Swabi. Southern districts including Dera Ismail Khan, Tank, Bannu, Lakki Marwat, Karak, and Kohat might experience scattered rain and thunderstorms, with occasional heavy falls.
Similarly, AJK districts including Muzaffarabad, Rawalakot, Bagh, Haveli, Kotli, Mirpur, and Bhimber, and Gilgit, Skardu, Hunza, Ghizer, Diamer, Astore, Ghanche, and Shigar districts of Gilgit-Baltistan, are likely to receive heavy rainfall, which could trigger landslides and flash flooding, especially in mountainous terrain.
The coastal districts of Sindh – Karachi, Thatta, Sujawal, Badin, and Tharparkar – may see intermittent showers or thunderstorms. Central and upper Sindh – Hyderabad, Nawabshah, Dadu, Khairpur, Sukkur, Ghotki, Larkana, Shikarpur, Jacobabad, and Kashmore – are likely to receive moderate to heavy rainfall.
In Balochistan, districts including Lasbela, Khuzdar, Awaran, Kalat, Gwadar, Turbat, and Panjgur are expected to receive scattered rainfall, while northern and central districts including Quetta, Ziarat, Zhob, Loralai, Barkhan, Musa Khel, Dera Bugti, and Kohlu may see light showers.
The NDMA urged citizens to avoid non-essential travel and remain alert to changing weather conditions. "People are advised to park vehicles in safe areas, away from trees, signboards, and weak structures, and to avoid movement near rivers, streams, and landslide-prone zones," the alert stated.
"Crossing submerged roads, bridges, or fast-flowing water channels is strongly discouraged. Institutions must take precautionary measures, ensure machinery and pumps are ready for drainage in low-lying areas, and respond swiftly to any emerging threats."
Relief Efforts
Meanwhile, relief efforts in K-P's affected areas continued. On the instructions of Prime Minister Shehbaz Sharif, additional relief goods were being dispatched to the flood-affected areas. On his directives, federal ministers will participate in relief operations.
The Prime Minister's Office stated in a handout that Kashmir and G-B Affairs Minister Amir Muqam would oversee the distribution of relief goods in Shangla and Buner districts with assistance from the power minister.
Religious Affairs Minister Sardar Yousaf will oversee operations in Mansehra, while Prime Minister's Special Assistant Mubarak Zeb will supervise aid distribution in Bajaur, according to the handout.
The prime minister is personally overseeing NDMA's relief operations in all flood-affected districts of K-P. "We stand with the flood victims in this hour of difficulty," the handout quoted the prime minister as saying.
The K-P PDMA said on Sunday it dispatched 89 truckloads of relief goods, including over 2,800 tents, 3,800 blankets, 1,750 solar lamps, and Rs800 million in financial assistance to the affected areas.
K-P Chief Minister Ali Amin Gandapur visited Swat. He assured the flood victims that the government would rebuild their destroyed houses and relocate families from the riverbeds to newly-developed settlements.
Meanwhile, the Punjab PDMA said the province was currently experiencing the seventh spell of monsoon rains, which would continue until August 23. The officials cautioned that cloudbursts remained a possibility in Rawalpindi, Murree, Galliyat, Jhelum, Chakwal, and Attock.
Over the past 24 hours, heavy rainfall was recorded in several parts of Punjab. Islamabad received up to 76 millimetres at Golra and 75 millimetres at Saidpur, while Rawalpindi recorded 53 millimetres at Chaklala. Jhelum, Sialkot, Mangla, and Mandi Bahauddin also reported significant rainfall.
Because of the rain, the Sutlej River has risen sharply in Kasur district, submerging dozens of villages and vast tracts of farmland. PDMA officials reported water discharge at the Ganda Singh Wala headworks reached 75,000 cusecs.
The surge destroyed standing crops, damaged hundreds of acres of agricultural land, and displaced scores of families. Authorities warned that additional water releases from India's Harike Headworks could intensify flooding, further endangering communities downstream.
In Bahawalnagar, breaches in protective embankments have allowed floodwaters to spread into villages, prompting the district administration to impose Section 144 to restrict civilian movement along riverbanks.
In Narowal's Zafarwal tehsil, the Dek Nullah swelled with more than 22,000 cusecs of water, flooding nearby villages and damaging homes. Rescue teams deployed boats to move stranded residents, while flood relief camps provided necessary assistance, officials said.
The Federal Flood Commission (FFC) reported that the Indus River was in medium flood at Kalabagh, Chashma, and Taunsa, while Tarbela Dam stands at 98% capacity. Mangla Dam is at 1,211 feet, just 30 feet below its maximum storage level.
Punjab Chief Minister Maryam Nawaz Sharif ordered all administrations and rescue agencies to remain on high alert, especially in Murree, Rawalpindi, Jhelum, and Koh-e-Sulaiman valleys. A ban has been imposed on tourist travel to Murree amid fears of cloudbursts and landslides.

Urban flooding remains a major concern for low-lying areas of Lahore and Rawalpindi.
Authorities also warned of landslides and mudslides in hilly regions. Strong winds and lightning could damage weak structures such as thatched homes, power poles and roadside billboards, officials said.
At a meeting chaired by Provincial Disaster Management Committee head Khawaja Salman Rafique, continuous monitoring of river flows was ordered. It was reaffirmed that Section 144 will remain in place around vulnerable riverbanks. Authorities appealed to the public to follow evacuation orders, avoid unnecessary travel and remain alert to rapidly changing weather conditions.
PDMA Director General Irfan Ali Kathia said citizens living in dilapidated buildings were also being shifted to safe places.
The Punjab Tourism Department also issued an advisory restricting entry to rivers, streams and other high-risk areas. Emergency control rooms have been set up at tourist and heritage sites, while rescue staff have been placed on high alert. Travelers were urged to check weather updates before setting out and to call emergency numbers in case of danger.
Over the past 24 hours, heavy rainfall was recorded in several parts of Punjab. Rawalpindi recorded 53 millimetres of rainfall at Chaklala. Jhelum, Sialkot, Mangla and Mandi Bahauddin also reported significant rainfall.
Boats, life jackets and other equipment have been provided to people living around waterways.

ISLAMABAD: At least 657 people, including 392 men, have lost their lives in rain-related incidents across Pakistan since June 26, while 929 others have been injured, according to the National Disaster Management Authority (NDMA).
Of the nationwide death toll, 171 were children and 94 women. Among the injured, 437 were men, 256 children, and 236 women.
The NDMA said the casualties were caused by torrential monsoon rains, flash floods, and related hazards, adding that it was coordinating with provincial authorities to intensify relief and rescue operations in the worst-hit areas.
Khyber Pakhtunkhwa (KP): The province has suffered the heaviest losses, with 390 deaths — including 288 men, 59 children, and 43 women. KP also reported 245 injured (161 men, 45 children, and 39 women).
Punjab: Punjab has recorded 164 deaths since June 26, with children forming the largest share of victims. The fatalities include 70 children, 63 men, and 31 women. The province also reported 582 injured (225 men, 182 women, and 175 children).
Gilgit-Baltistan (GB): At least 32 people have died, including 18 men, 6 women, and 8 children, while 31 others were injured (27 men, 3 children, and 1 woman).
Sindh reported 28 deaths, including 14 children, 10 men, and 4 women. Forty people were injured, among them 27 children, 7 men, and 6 women.

PESHAWAR: Education has emerged as the worst affected sector as the recent devastating rains and flash floods have completely destroyed 61 government schools while 414 others have been damaged in the affected districts of Khyber Pakhtunkhwa.
Of the total destroyed schools, 52 are government primary schools, seven middle and two high schools, according to official data.
Officials in education department told Dawn that the damage to buildings of schools would surge as more reports of destroyed schools were in pipeline. Dir Lower has recorded 17 destroyed government primary schools, the highest number, due to heavy rains and flash floods, followed by Shangla with eight destroyed primary schools.
In Haripur, the buildings of seven schools collapsed including five primary and one each middle and high schools.
Official says alternate arrangements to be made for imparting education to students
Similarly, the buildings of eight primary and two middle schools were destroyed in Mohmand tribal district, five in Battagram including four primary and one middle, four in Abbottabad including two primary and one each middle and high and two primary schools and one middle were destroyed in Swat, two in Mansehra and one each in Buner and Chitral Upper.
The devastating rains and floods have also partially damaged the buildings of 414 government schools including 319 primary, 36 middle, 43 high and 16 higher secondary in the affected areas of the province.
Of the total partially damaged schools, 122 are situated in Swat including 88 primary, 13 middle, 13 high and eight higher secondary, 67 in Abbottabad including 52 primary, seven middle, six high and two higher secondary, 72 in Shangla including 55 primary, six middle, nine higher and three higher secondary and 69 in Dir Lower including 68 primary and one middle.
Likewise, 29 schools have been damaged in Haripur including 27 primary and one each middle and high, 17 in Buner including six primary, four middle, five high and two higher secondary, 12 in Mohmand including six primary, two middle and four higher schools and nine in Battagram including four primary, three middle and two high schools.
The catastrophe has also partially damaged eight schools in Mansehra out of which five are primary, two middle and one high, three primary schools in Dir Upper and one primary school in Bajuar.
The official data also revealed the four teachers and one non-teaching staff were killed due to rains and floods in Buner while three other teachers were injured. The data shows that four students were killed in the disaster.
“We will continue students’ education by all means,” the secretary of elementary and secondary education department, Mohammad Khalid, told Dawn when asked as to how they would impart education to students enrolled in the destroyed schools.
He said that they would opt for establishment of pre-fabricated schools to save time as such structures could be established within one or two months.
“The department has already planned establishment of 50 pre-fabricated schools in different parts of the province. We will change the plan and set up such schools in flood-affected areas,” he said.
An official of elementary and secondary education department told Dawn that the infrastructure of government schools was present in each village and neighbourhood council, that’s why education department faced huge losses in natural and manmade disasters.
“Hundreds of government schools had been destroyed in the devastating earthquake in 2005 in Hazara division. Provincial government reconstructed a large number of those schools but still many could not be rebuilt owing to inefficiency of Federal Earthquake Reconstruction and Rehabilitation Authority (Erra) and Provincial Earthquake Reconstruction and Rehabilitation Authority (Perra),” he said.
The infrastructure of education department was also severely affected during war against terrorism as many government schools were bombed by terrorists. Some schools were also destroyed by the devastating floods in 2010 in the province.

PESHAWAR/ISLAMABAD: With more than 150 people feared missing, the recent catastrophic floods in Khyber Pakhtunkhwa have claimed at least 323 lives, provincial authorities said on Sunday, as the nationwide toll from rain-related incidents since late-June rose to 657.
As another two to three waves of heavy rain are expected in early September, Prime Minister Shehbaz Sharif has directed members of his federal cabinet to personally supervise relief operations in the worst-hit KP province.
Speaking at a news conference on Sunday, Khyber Pakhtunkhwa Provincial Disaster Management Authority (PDMA) Director General Asfandyar Khattak said that as per details collected by revenue staff in the Buner and Shangla districts, around 150 people are still missing.
He added that rescue operations were underway and that five armed forces helicopters were at the disposal of the provincial government.
Flanked by Barrister Muhammad Ali Saif and Director General Rescue-1122 Muhammad Tayyab Abdullah, Mr Khattak said the provincial government had released Rs1.5 billion for relief activities.
Out of the initial release of Rs500m, the allocations included Rs150m for Buner, Rs100m for Mansehra, Rs50m for Bajaur, Rs40m each for Batagram, Swat, and Shangla, and Rs10m each for Upper Kohistan, Lower Kohistan, and Kolai Palas, he added.
The PDMA DG further said that 33 trucks of non-food items had reached Buner, eight had reached Swat, and seven had reached Bajaur, while additional supplies were also being dispatched.
More rain in Sept
With heavy monsoon rains expected to persist until August 22, National Disaster Management Authority (NDMA) Spokesperson Dr Tayyab Shah warned on Sunday that two to three more spells of heavy rain are expected to hit the country in September.
He noted that this year, monsoon rainfall had been 50 to 60 per cent heavier than last year.
This year’s monsoon season ranks among the most destructive in recent memory, he said.
NDMA put the number of those who had lost their lives in rain-related incidents across Pakistan since June 26 at 657, with 929 injured.
Of the total casualties, 171 were children, 94 women, and 392 men.
KP province alone accounted for 390 deaths, including 288 men, 59 children, and 43 women, underscoring the province’s disproportionate vulnerability to seasonal downpours and related hazards.

Azad Jammu and Kashmir (AJK) reported 15 casualties, evenly split among 5 men, 5 women, and 5 children while in Islamabad, 8 people died, including 4 children, 3 men, and a woman.
GB situation
In Gilgit-Baltistan, a cloudburst-triggered flood in Katishu village of Kharmang district claimed two lives on Sunday.
Police said a woman and her daughter went missing after the flash flood struck their village. The body of their daughter has been recovered, while the woman is still missing. Two other women, injured in the flood, were shifted to Skardu for treatment.
The flash flood also caused severe damage to fields, water channels, agricultural land, and both public and private properties.
Meanwhile, rescue teams recovered the body of a four-year-old girl from under flood debris in Khalti village, Gupis Valley (Ghizer district), while the body of an elderly man was retrieved on Saturday night. Both had gone missing in flash floods on Friday.
On the other hand, several major roads, including the Karakoram Highway (KKH), Baltistan Highway, Ghizer–Shandur Road, and Naltar Highway, along with various link roads, remained blocked, leaving thousands of people, including tourists, stranded.
Local residents faced acute shortages of drinking water, prolonged power outages, and disruption of mobile and internet connectivity in several areas.
In Gilgit city, residents held protest demonstrations, blocking main roads against the prolonged water and electricity crisis. They said locals had been without basic utilities for several days.
‘Ministers to supervise KP relief ops’
In the wake of recent destructive rains in Khyber Pakhtunkhwa, Prime Minister Shehbaz Sharif has directed federal ministers to supervise relief operations in the province.
“On the prime minister’s directives, federal ministers will participate in relief operations in the flood-hit districts of Khyber Pakhtunkhwa,” said an official statement from the PM Office.
As per the instructions, Federal Minister for Kashmir Affairs and Gilgit-Baltistan Engineer Amir Muqam will oversee relief distribution in Shangla and Buner; the Federal Minister for Power Division will assist in Buner; Federal Minister for Religious Affairs Sardar Yousaf will supervise operations in Mansehra; and the PM’s Special Assistant Mubarak Zeb will oversee aid distribution in Bajaur.
The prime minister is personally overseeing NDMA’s relief operations across all flood-affected districts of KP.
Under the PM’s Relief Package, more truckloads of supplies are being dispatched to the affected districts. The relief goods include food rations, tents, and medicines, which are being handed over to the respective district administrations.
Water levels in rivers
Meanwhile, the PDMA Punjab reported that the River Sutlej continued to experience fluctuating water levels, with a low-level flood situation at Ganda Singhwala and Sulemanki.
The authority said that the current water flow stands at 70,000 cusecs at Ganda Singhwala and 74,000 cusecs at Sulemanki, with authorities closely monitoring the situation due to ongoing fluctuations.
The Sutlej River is expected to remain at low to medium flood levels in the coming days, with flows ranging between 75,000 to 85,000 cusecs.
PDMA Director General Irfan Ali Kathia said that water flows exceeding 80,000 cusecs could trigger low-level flooding in the Sutlej, while 120,000 cusecs may lead to moderate flooding, and 175,000 cusecs could cause high-level flooding.
The PDMA has also forecast severe monsoon rains in most districts of Punjab, with the seventh spell of monsoon rains expected to continue until August 22/23.

受伤人数:仅吉尔吉特 - 巴尔蒂斯坦(GB)的迪亚梅地区有 6 名男性受伤。
