Heavy rains and flash floods in Khyber-Pakhtunkhwa since August 15 have claimed at least 406 lives and injured over 245 others, according to the Provincial Disaster Management Authority (PDMA).

The casualties include 305 men, 55 women and 46 children, while the injured comprise 179 men, 38 women, and 30 children.

Moreover, torrential rains and floods have damaged 3,526 houses, with 2,945 partially destroyed and 577 completely demolished.

Buner recorded the highest number of fatalities with 337 deaths, followed by Sawabi with a death toll of 46.

Casualties were reported in Swat, Buner, Bajaur, Mansehra, Shangla, Lower Dir, Battagram, DI Khan and Sawabi.

Authorities in affected districts have been instructed to speed up relief operations and provide immediate assistance to victims.

PDMA and relevant agencies remain in contact and are closely monitoring the situation.

The Emergency Operations Center remains fully operational. Residents can report emergencies or seek updates via the free helpline 1700.

Free medical camp

A free medical camp has also been established by the Pakistan Army in flood-affected areas of Balakot, where they have assisted more than 1,327 people.

The camp provided medical assistance to 740 men, 336 women, and 251 children, according to army personnel.

Patients with stomach ailments, muscular pain, skin infections, respiratory issues and other diseases were examined, and free medicines were distributed.

标题:Many areas in GBs Ghizer cut off for 5th day as Gilgit-Shandur road remains blocked

Several areas in Gilgit Baltistans (GB) Ghizer district have been cut off for five days, as preparations are underway to clear the Gilgit-Shandur road, authorities said on Tuesday.

Since late July, monsoon rains have wreaked havoc across the country, especially in its northern regions like GB, by triggering deadly floods, landslides and displacement, particularly in vulnerable, poorly drained, or densely populated areas.

According to locals, majority of the areas in the Ghizer district, including Gupis, Phander, and Yasin tehsils, remained stranded for five days as five kilometres of the regions main road were submerged by an artificial lake formed at Raushan village in Ghizer.

Local resident Meraj Ali Shah told Dawn.com that 300 houses had been dama­ged by the glacial flood, with houses submerged due to artificial lake in Hakis, Thangi, and Raushan villages as they remained without basic necessities.

He added that hundreds of people had been displaced when a glacial lake outburst flood (Glof) swept everything in Tildas village.

They are living without electricity, drinking water, proper accommodation, medical facilities, [and] other basic needs, he said.

Locals also complained of a lack of support from the government, adding that they had been dependent on relief items by welfare organisations.

Two patients in a critical condition were taken from Gupis to Gilgit on Monday through a helicopter belonging to the Aga Khan Development Network, as per the Aga Khan Agency for Habitat.

According to the locals, people affected in previous floods in Ghizers Khalti, Daen, Chatorkhand, Yasin, and other areas did not have access to roads, clean drinking water, and other necessities.

Since three weeks, the Karakoram Highway at Hassanabad Hunza could not be opened as it was blocked after a Glof from Shishper glacier submerged a portion of the thoroughfare, posing severe difficulties to Hassanabads residents. The Glof also damaged dozens of homes, farmland, and the areas government and private infrastructure.

Residents in the Hisper valley of Nagar district have been disconnected for a month as the only accessible road was blocked owing to river erosion and landslides. Gilgils Haramosh and Bagrot valleys have also remained disconnected.

Locals said the water supply systems to areas populated by thousands of people, including Gilgits Danyor, Sultanabad, and Mohammadabad have remained suspended, adding that they had to purchase water tankers daily, which the poor could not afford.

For the last month, people in the populated areas have faced a severe water shortage, said a local resident Shahzad Hussain.

Furthermore, according to the locals, the crops and trees have dried up due to the unavailability of irrigation water supply systems.

A local, Muhammad Alam, told Dawn.com that flood-affected people in Mashabrum sub-division of Ghanche district in Baltistan are currently living in difficult circumstances. Above sixty households in Ghanche district, including Haldi and Balayagan villages displaced in flood have taken shelter in tents under the open sky and are waiting for the governments assistance.

Unfortunately, locals said, no concrete steps have been taken by the government so far for their rehabilitation and redressal of their problems, due to which the victims have been plunged into severe difficulties and deprivation. Without basic facilities, they say they are forced to spend their days and nights in destitution and helplessness.

Furthermore, those traumatised by high intensity floods also complain of mental health issues, demanding mental rehabilitation.

According to a statement issued on Tuesday by the GB government, the affected people in the recent floods, especially children, women and the elderly, are suffering from mental and psychological problems.

In view of these challenges, a meeting was held under the chairmanship of Arif Tahseen, the additional secretary of the GB department of social welfare. Senior officials of various government and private institutions participated to formulate a coordinated strategy for the mental and psychological rehabilitation of the victims.

In the meeting, it was agreed to work together to restore mental health among the people of the affected areas in collaboration with the GB Health Department, Aga Khan Health Service and Rupani Foundation.

On this occasion, Additional Secretary Tahseen said the recent floods have not only caused physical and economic devastation but have also left deep emotional and psychological impacts on individuals and families, especially children, women and the elderly in affected areas.

To address these impacts, it is imperative that a joint and coordinated strategy involving all relevant stakeholders from the public and private sectors be launched immediately to include this important aspect in the overall disaster response process, he said.

The meeting discussed the improvement of mental health facilities, provision of psychologists, community outreach programs and the launch of awareness campaigns, and suggested practical measures.

All the institutions expressed their determination to jointly fulfill this important national responsibility and agreed that a comprehensive and long-term plan would ensure the complete rehabilitation of the victims.

Gilgit-Baltistan Disaster Management Authority (GBDMA) Director General Zakir Hussain said in a statement that due to the recent rains and flood situation, the National Highway Authority machinery has been mobilised to clear the Gilgit-Shandur road in the Raushan area. He added that formal approval has also been obtained for the construction of an alternative route in a short period of time and work on it is progressing rapidly.

Under the project, a bypass will be constructed and the road will be connected to the main highway through a bridge, he said, adding that this will ease movement and reduce difficulties faced by people.

The government is utilising all available resources for the restoration of flood-affected areas, and for this purpose, work is being done in close coordination with the relevant institutions, Hussain said. We stand with the affected people and are trying to resolve their problems immediately.

Meanwhile, Prime Minister Shehbaz Sharif is expected to arrive in GB on Wednesday to review the disastrous situation.

A statement by the GB government said a high-level meeting was held to review arrangements for the PMs expected visit. The meeting, chaired by GB Chief Secretary Abrara Ahmed Mirza, was briefed on the damage caused by the flood situation and the steps taken for the rehabilitation of the affected areas. The meetings participants also discussed the current status of the early warning system.

It was decided that all the relevant institutions will complete their preparations before the PMs visit. Mirza directed the rehabilitation work in the affected areas to be accelerated, adding that all institutions should coordinate in this regard.

LAHORE/GILGIT: As Punjab braces for a high flood in almost all eastern rivers prompting mass evacuations, thousands of people affected by glacial and flash floods in Gilgit-Baltistan earlier this month await governments help amid a shortage of essentials.

Rescue 1122 spokesperson Farooq Ahmad said that more than 24,000 people had been relocated from the low-lying areas of the Indus, Chenab, Ravi, and Sutlej rivers since Saturday. These rivers were experiencing low to high flooding due to torrential monsoon rains in the catchment areas and more rain was expected over the next 48 hours.

The evacuation operation was conducted in Kasur, Okara, Pakp­a­ttan, Bahawalnagar, Ve­hari, and Narowal, Mr Ahmad said, as a high alert had been issued in Kasur, Okara, Pakpa­ttan, Bahaw­a­lnagar, Vehari, and Narowal in light of a flood alert by India.

Meanwhile, the Provincial Disaster Management Authority (PDMA) also issued a flood alert in Punjab due to heavy rains. There is a risk of flooding in the upper reaches of these rivers due to heavy rain likely in the next 48 hours. There is a risk of high to very high flooding in the Chenab, Ravi and Sutlej rivers, whereas urban flooding was also expected in the Rawalpindi, Lahore, and Gujranwala divisions.

High-level flooding

A high-level flooding warning had been issued at the Harike location of the Sutlej River: the upstream and downstream areas of Harike were facing a high-level flood situation. The water flow in the Sutlej and adjacent rivers would further increase.

There was a low flood situation at Kalabagh and Chashma in the Indus River, while the water flow was at a normal level at Tarbela and Taunsa. There was a high flood situation at Ganda Singh Wala in the Sutlej River and a medium flood at Sul­emanki. Similarly, there was a medium flood situation at Marala and Khanki on the Chenab River. About reservoirs, Tarbela Dam was completely full, while Mangla Dam was 76pc. Among the Indian dams, Bhakra was 80pc, Pong 87pc, and Thein Dam was 85pc full.

Separately, the National Emergencies Operation Centre (NEOC) issued a flood alert for the River Ravi over the next 48 hours, indicating a medium-level threat. According to hydrological data, sustained moderate to heavy rainfall in the catchments of River Ravi and associated nullahs had resulted in increased inflows at Thein Dam, which had reached 1,717 feet. As of Monday, River Ravi at Kot Naina was discharging 64,000 cusecs and may cause low to medium floods at Jassar within 24 hours, with the potential to escalate to high flood levels if additional spillway releases occurred along with continued rainfall activity till August 27.

In light of possible flooding, the PDMA is­­sued instructions to the district administrations concerned to remain alert, while an alert had also been issued to the commissioners of Lah­ore, Sahiwal, Multan, Bahawalpur and D.G. Khan. The deputy commissioners of Kasur, Oka­­ra, Pakpattan, Vehari, Baha­wal­nagar, Lod­hran, Bahawalpur, Multan and Mu­­zaffargarh were also put on alert in light of floods.

Meanwhile, the PDMA issued a fact sheet on the monsoon flood situation, including statistics on rains, rivers, dams, and the flood situation.In the last 24 hours, Narowal 27mm, Sialkot 5mm, Kasur 4mm, Lahore and Gujranwala 3mm, while Gujrat and Khanewal recorded up to 1mm of rain.

GB awaits help

Residents in several tehsils of Ghizer remained isolated for the fourth day due to the blockaded Gilgit-Shandur Road a five-kilometre section of the artery had been submerged in last weeks glacial flood that created an artificial lake in Raushan village in Ghizer.

Mohammad Karim, a resident, said 300 houses damaged by the flash flood had been submerged by the lake, and villagers in Hakis, Thangi, and Raushan remained without basic necessities. The locals complained that they had been uprooted from their homes, but still did not get any relief from the government. The people were living without electricity, potable water, housing, medical facilities and other basic needs, Mr Karim said.

Furthermore, the flood-affe­cted people in Ghizers Khalti, Daen, Chaturkhand, and other areas also did not have access to roads and basic facilities.

For almost a month, the residents of remote Hisper Val­ley in Nagar had been maro­oned after the road was washed away by floods and landslides. Similarly, the Karako­ram Hig­hway near Hassanabad in Hun­za remained blocked for the third week and traffic was div­erted via an alternative route. The Haramosh and Bagrot valleys in Gilgit were also without road access, causing hardships.

A resident Shahzad Hussain told Dawn that the densely packed areas of Danyor, Sultanabad, and Mohammadabad in Gilgit did not have any water supply for more than a month, leading to a severe shortage of water. Locals said the residents had to purchase tankers daily, which the poor could not afford.

In a separate event at the PMs House in Islamabad, Prime Minister Shehbaz Sharif paid tribute to the three local shepherds of Gilgit-Baltistan, who saved hundreds of lives in a nearby village by issuing a timely alert about a glacial lake outburst flood (Glof). The PM met Wasyiat Khan, Insaar and Muhammad Khan, and presented them each a cheque worth Rs2.5 million as a reward for their humanitarian act.

I. Casualties

(1) Past 24 Hours

Injuries: 8 people were injured, all females4 in Mirpur Khas (Sindh, from lightning on August 21, reported on August 25), 3 in Gilgit (Gilgit-Baltistan, GB), and 1 in Kotli (AJ&K).

(2) Cumulative Situation

A total of 802 people died and 1088 were injured nationwide. Khyber Pakhtunkhwa (KP, 479 deaths, 347 injuries) and Punjab (165 deaths, 584 injuries) remained the worst-hit. Causes of death included lightning, landslides, and house collapse.

II. Infrastructure and Property Losses

(1) Past 24 Hours

Houses damaged: 240 houses (225 partially, 15 completely)166 in KP (152 partial, 14 complete, mostly in Swat), 1 in Sindh (Tando Allahyar, complete), and 73 in AJ&K (all partial).

Livestock perished: 10 livestock in Tando Allahyar (Sindh); no new records in other provinces.

Roads damaged: Multiple roads blocked in GB (Ghizer, Hunza, Ghanche, Shigar, Kharmang) due to flooding; traffic suspended, with an alternate route available in Hunza.

Bridges damaged: No new records (NTR).

(2) Cumulative Situation

658.25 km of roads, 238 bridges, 7465 houses, and 5584 livestock were damaged/lost. KP (4243 houses, 4908 livestock) and AJ&K (1642 houses, 235 livestock) suffered the most severe losses.

III. Flood Relief Activities

No new relief supplies distributed in the past 24 hours (NTR).

Cumulative supplies included 3869 tents/3921 blankets in KP, 14000 sandbags/4400 water bottles in GB, 1974 life jackets/162 boats in Punjab. The federal government provided 2580 tents/14620 blankets to KP and 700 tents/2000 blankets to GB.

IV. Relief and Medical Camps

No new camps or medical records in the past 24 hours (NTR).

658 camps housed 29311 people, with KP accounting for over 47% (308 camps, 25927 occupants). 5106 people received medical treatment, mainly in KP (2300) and Punjab (1879).

V. Rescue Operations

(1) Past 24 Hours

Punjab conducted 45 operations, evacuating 3040 people from Lehri Sukroor (Narowal) using 316 vehicles, 92 rescuers, 40 soldiers, 5 excavators, and 4 dumpers.

(2) Cumulative Situation

832 operations rescued 122146 people. Punjab (565 ops, 105713 rescued) and KP (211 ops, 14317 rescued) achieved significant evacuation results.

VI. Meteorological and Hydrological Forecast

(1) Weather and River Alerts

Weather: Widespread thunderstorms (with heavy rain) expected in Sutlej/Ravi/Chenab basins in 24 hours; rainfall intensity may decrease in 48 hours.

Rivers: Sutlej River (Ganda Singh Wala) at very high level, to rise to exceptionally high level; Ravi River (Jassar) at medium level; high-very high flows expected in Chenab River.

(2) Reservoir Levels

Tarbela Dam: 1549.00 ft (99.00% storage); Mangla Dam: 1220.95 ft (77.93% storage), both at high levels.

VII. Rainfall

Concentrated rainfall in select areas: 103 mm in Narowal, 96 mm in Kasur (Punjab); 35 mm in Kakul, 19 mm in Malam Jabba (KP); 26 mm in Garhi Dopatta (Kashmir); trace rainfall in other areas.

牲畜死亡:信德省坦多阿拉亚尔地区 10 头牲畜死亡,其他省份无新增记录。

道路损毁:GB 地区多条道路因洪水冲毁受阻,吉泽尔、罕萨、甘切、希格尔、卡尔芒地区道路均被冲毁,部分路段交通暂停,需待水流稳定后恢复通行,罕萨地区有替代路线可用。

(一)天气与河流预警

天气:未来 24 小时萨特累季河、拉维河、杰纳布河流域或现大范围雷暴暴雨;未来 48 小时降雨强度可能减弱。

河流:萨特累季河甘达辛格瓦拉站达极高洪水水位,未来 48 小时或因降雨及印度水库泄洪升至异常高水位;拉维河贾萨尔站达中洪水水位,杰纳布河部分站点达高至极高洪水水位,需重点防范流域洪水风险。

(二)水库水位

塔贝拉大坝当前水位 1549.00 英尺(蓄水量 99.00%),曼格拉大坝 1220.95 英尺(蓄水量 77.93%),均维持高水位运行。

七、降雨量

过去 24 小时降雨量集中:旁遮普省纳罗瓦尔 103 毫米、卡苏尔 96 毫米、锡亚尔科特部分地区 62 毫米、拉合尔部分地区 38 毫米;KP 省卡库尔 35 毫米、马拉姆贾巴 19 毫米;克什米尔地区加里多帕塔 26 毫米,其他地区多为微量降雨。
